Strengthening cooperation between Vietnam and Japan in the field of standardization

STAMEQ held an online working session with the Japan Industrial Standards Commission (JISC) to strengthen cooperation between the standardization agencies representing Vietnam and Japan.
On Vietnamese side, the meeting was presided over by Mr. Ha Minh Hiep, Acting Director General of STAMEQ, and the relevant affiliated units of the General Department. Mr. Mitsuo Matsumoto, ISO Vice President of Finance, and Mr. Yoichi Kikuchi, Director of International Cooperation, as well as JISC representatives, were present on the Japanese side.
With the establishment of the JESC (Japan Technical Standards Committee) in 1921, the unified national system of industrial standards began to function. JESC was in charge of the adoption of national standards (JES). The Industrial Standardization Law was passed in 1949, and the new Japan Industrial Standards Committee (JISC) was established as a consultative organization for the competent Ministers in charge of developing Japanese Industry Standards (JIS) and awarding the JIS Mark of Conformity to products.
Over the years, STAMEQ has maintained, developed, and expanded bilateral cooperation in the field of standards with Japanese agencies and organizations, most notably JISC. On August 26, 2013, the General Department of Quality Assurance and the Japan Industrial Standards Committee (JISC) signed a Memorandum of Understanding (MoU) in the field of standardization and conformity assessment with the goal of improving information exchange. The exchange of information and experiences between the two organizations will be enhanced, and JISC will assist STAMEQ in developing human resource training programs; exchange of experts in the field of standards and conformity assessment, with a focus on the electronics sector.
Speaking at the meeting, Ha Minh Hiep, Acting Director General of STAMEQ, shared the General Department of Quality’s main orientations until 2025, including the development of a national standardization strategy, review, and revision. Law on Standards and Technical Regulations, and Law on Product Quality, among other things. Vietnam, in particular, hopes to receive JISC assistance in strengthening Vietnam’s role in the International Organization for Standardization (ISO), in order to anticipate and support harmonization. harmonize national and international standards, with a focus on emerging technology fields such as AI, digital transformation, IoT, cards and identity devices, information security, software testing, and smart cities, among others.
Mr. Mitsuo Matsumoto, on your behalf, thanked Vietnam for its suggestions and comments at the meeting and expressed his desire for further cooperation between Vietnam and Japan in the aforementioned fields.
