Productivity movement – a step towards sustainable development

Facing major challenges such as climate change, limited resources and fluctuations in domestic and international markets, however, within every challenge lie new opportunities. Local productivity movements can play a big role in creating changes through innovative solutions.

At Session 4 on Promoting Productivity Movement in Localities, within the framework of the 2023 National Productivity Forum, Mr. Tran Quang Tuan – Director of the Department of Science and Technology of Hai Phong City said that, right now we are facing an important period, the productivity movement is not only a factor promoting economic growth but also an important step towards sustainable development. This is not only an event marking the beginning of a new journey but also an opportunity for us to better understand the role of the productivity movement in the process of building a sustainable community and nation.

“We cannot deny the power and importance of the Productivity movement through the Prime Minister’s decisions, formerly Decision 712/QD-TTg on improving productivity and quality of products and goods for Vietnamese businesses until 2020 and now Decision 1322/QD-TTg on the National Program to support businesses in improving productivity and quality of products and goods in the period 2021-2030 and Decision Decree 36/QD-TTg dated January 11, 2021 on the Master Plan to improve productivity based on science, technology and innovation for the period 2021-2030. These decisions not only clearly specify the goal of improving productivity, but also affirm the importance of applying advanced management systems and solutions to promote productivity to help economic and social development.” Mr. Tuan emphasized.

Overall, we face major challenges such as climate change, limited resources, and fluctuations in domestic and international markets. However, in every challenge lie new opportunities. Local productivity movements can play a big role in creating changes through innovative solutions.

Also according to Mr. Tuan, it is necessary to recognize that the productivity movement cannot exist independently but needs to combine it with the sustainable development goals (SDGs). This is being shown in the fact that local authorities have pioneered the pilot application of the Quality Management System according to TCVN ISO 18091 in Hai Phong City and Thua Thien Hue Province. This is an important step to create a favorable business environment and encourage innovation in management and provision of public services towards sustainable development.

At Session 4, Associate Professor. Dr. Vu Minh Khuong – Lee Kuan Yew School of Public Policy, National University of Singapore, Asian Productivity Organization (APO) expert shared about successful lessons on promoting productivity around the world.

According to Associate Professor. Dr. Vu Minh Khuong, Singapore’s productivity movement is based on a careful study of the Japanese experience, the report identifies four principles to guide Singapore’s productivity campaign policy.

Firstly, improving productivity will increase long-term employment opportunities. The government must be ready to support employers through short-term problems such as redundancies. Second, the Government, employers and employees must cooperate in implementing measures to improve productivity. Third, workers need to accept changes in work scope and requirements as well as retraining to improve productivity. Fourth, benefits gained from improving productivity need to be distributed fairly among leaders, workers and consumers.

Session 4 with the theme of “Promoting Productivity Movement in Localities”

At the Session, delegates gave their presentations related to experiences in promoting and organizing the implementation of the program to apply TCVN ISO 18091:2020 standards in Hai Phong City; Improve productivity and quality through the application of science, technology, innovation and application of management systems and tools at Quang Ngai Sugar Joint Stock Company.

Within the Session, a panel discussion on orientations and solutions to promote productivity and quality activities in provinces and cities between experts and local representatives was held.
