Developing human resources to increase productivity

Up to now, society and businesses have been very interested in productivity issues. There has been many research and consulting establishments that have conducted research on productivity to apply to businesses and the economy. However, for universities and vocational education institutions, this is the first time productivity has become a subject.
Within the framework of the 2023 National Productivity Forum with the theme “Accelerating Vietnam’s Development with Productivity Driver”, at Session 3 – DDeveloping Human Resources for Productivity Promotion, Associate Professor. Dr. Pham Minh Son – Director of the Academy of Journalism and Communication (AJC) said that human resources are always an important factor in every country’s development strategy. Master plan for improving productivity based on science, technology and innovation issued together with Decision No. 36/QD-TTg dated January 11, 2021 of the Prime Minister, stating the requirements and objectives: first, develop and implement training and fostering programs on productivity and career guidance programs at a number of universities and vocational education establishments; Organize competitions to learn about productivity among students at universities and vocational education institutions.

Second, increase investment in equipment to serve training and fostering human resources in the direction of practical training and simulation on productivity improvement;
Third, organize training programs and courses on solutions to improve productivity, digital transformation, smart manufacturing, smart transportation, and smart urban areas, contributing to supporting businesses to improve their capacity suitable for approaching the Fourth Industrial Revolution;
Fourth, by 2025, form productivity clubs for students in at least 10 universities and vocational education institutions, and by 2030 in at least 20 universities and educational institutions.
Decision 1322/2020/QD-TTg on the National Program to support businesses in improving productivity and quality of products and goods in the period 2021-2030 also sets the goal of having 1,000 certified productivity experts nationwide, of which 200 people were granted international certificates.

According to Associate Professor. Dr. Pham Minh Son, these are all very new goals and requirements for Vietnam. Up to now, society and businesses have been very interested in productivity issues. There are also many research and consulting establishments that have conducted research on productivity to apply to businesses and the economy.
However, for universities and vocational education institutions, this is the first time productivity has been a subject. Also for the first time ever, there has been initiatives to organized students to directly participate more deeply in learning, researching, and practicing productivity improvement through the form of productivity clubs.

The reason behind the above-mentioned goals and measures lies in the fact that after many years of working productively in businesses, we realize that for improving productivity to become a regular need, a habit of workers is necessary. Therefore, we must form a foundation of thinking, and more importantly, a culture of productivity. As such, this kind of mindset must start from a young age, right from within each family. It is necessary to bring productivity into educational and training facilities. After a few generations, it is hoped that being productive will become a permanent mindset for every individual.
Till now, there has been specific results such as building productivity modules in a number of universities, establishing the first Student Productivity Club (at the Academy of Journalism and Communication), organizing seminars on productivity, quality and innovation for about 20 training institutions nationwide, organized 10 online training courses on productivity tools for students, attracting the participation of about 10 thousand students.
“National standards for productivity experts and productivity experts certified by the Asian Productivity Organization have been developed . This is a very encouraging result. However, we still need to do a lot of work in the coming years,” Associate Professor. Dr. Pham Minh Son emphasized.


The Session attracted a large number of delegates.
The Session is a good opportunity for stakeholders to share information and domestic and international experiences on bringing productivity into educational and training establishments, productivity issues for young people, and the productivity certification system.
Also at Session 3, delegates have the opportunity to hear presentations from national and international expert, specifically the presenation on “Productivity and Quality Management Training for University Students Majoring in Economics and Business Administration” by Associate Professor, Dr. Vu Hoang Nam, Foreign Trade University; Presentation on “Productivity Education for Youth: Malaysian Experience” by Mr. Mohamad Muzaffar Abdul Hamid – Director, People Productivity Division, Malaysia Productivity Corporation – APO Expert; and “Productivity Specialist Certification Program” by Mr. Dao Canh Tung, Head of Vietnam Productivity Specialist Certification Body – ViProCB.
Within the Session, experts and stakeholders exchanged, discussed, and resolved questions and difficulties of ministries, branches, localities, universities and colleges regarding human resources for productivity movement.
