Technical Consultation of Development the National Standards for Energy Storage Systems (BESS) in Vietnam

On July 19, 2024, with the approval of the United Nations Office for Project Services (UNOPS), the Energy Transition Partnership for Southeast Asia (ETP), the Consulting Consortium, including the Institute for Quality Standards Development Research (ISSQ); Pondera Vietnam Co., Ltd. (a subsidiary of Pondera Netherlands), Phenikaa University, … organized the first consultation meeting as part of technical support activities aimed at developing national standards (TCVN) for Battery Energy Storage Systems (BESS) in Vietnam.
Attending the consultation on The commission for Standards, Metrology and Quality of Vietnam (STAMEQ) were Dr. Ha Minh Hiep – Acting Chairman, Mr. Nguyen Van Khoi – Director of the Standards Department, Mr. Pham Le Cuong – Deputy Chief of Office, Ms. Nguyen Thi Mai Huong – Director of the Conformity Assessment Policy Department, Mr. Tran Quy Giau – Director of Metrology Department, Mr. Trieu Viet Phuong – Acting Director of Vietnam Standards and Quality Institute (VSQI); On the Energy Transition Partnership for Southeast Asia (ETP) side, there were Ms. Nguyen Ngoc Thuy – Senior Program Coordinator, Mr. Do Manh Toan – Senior Program Coordinator and on the consultant consortium were Mr. Ngo Tat Thang – Deputy Director of the ISSQ – Leading member of the consortium, Mr. Vu Van Dien – Standards Specialist at the ISSQ – Project Leader, Mr. Joost Starmans – Director of Pondera Vietnam Co., Ltd, Mr. Ngo Kien Cuong – Technical Specialist at Pondera Vietnam Co., Ltd. – Deputy Project Leader, Mr. Le Sy Trung – General Director of Tuv-nord Vietnam Co., Ltd, Mr. Dao Van Duong – Head of the Renewable Energy and Energy Storage Lab (RECS Lab) – Phenikaa University, along with nearly 80 delegates attended in person and 90 delegates attending online.
Speaking at the consultation, a representative from ETP-UNOPS stated that the development of national standards for battery energy storage systems contributes to promoting the importation and localization of the production of products related to energy storage system projects in Vietnam. These standards meet domestic and international technical standards, ensuring quality and safety for energy storage system projects, and are an important step in helping Vietnam achieve its net-zero emission commitments by 2050.

The consultation meeting was organized with the aim of promoting exchange and cooperation among stakeholders to develop a comprehensive set of standards for energy storage systems in accordance with the Law on Standards and Technical Regulations of Vietnam and Circular 11/2021/TT-BKHCN of the Ministry of Science and Technology. The issuance of these standards will facilitate the development of energy storage systems as per the Power Development Plan 8 (PDP VIII) and contribute to achieving Vietnam’s net-zero emission commitments by 2050.

Sharing at the consultation, Dr. Ha Minh Hiep – Acting Chairman of the Commission for Standards, Metrology and Quality of Viet Nam (STAMEQ) stated that the standards developed must comply with national standards and technical regulations. According to legal regulations, the process of utilizing national standards for energy storage systems in Vietnam requires close coordination with various stakeholders, including government agencies such as the the Commission for Standards, Metrology and Quality of Viet Nam (STAMEQ), businesses, research institutes, and scientists. The consultation meeting serves as a foundation for stakeholders to exchange, discuss, and make important contributions to the national standards for the system.
“The consultation meeting is not only an opportunity to exchange and discuss about standards but also the starting point for sustainable and long-term cooperation among stakeholders,” Mr. Hiep emphasized.
The consultation focused on key topics such as an overview of the project “Developing and Building Standards for Energy Storage Systems in Vietnam” presented by Ms. Phung Thi Thu Hang (Project Manager and Coordinator for BESS); an introduction to international experiences in developing standards for renewable energy storage systems by Batteries (BESS) and technical requirements presented by Mr. Dennis Geutjes and Mr. Jeroen de Veth – Energy Storage System Specialists – representing Pondera Netherlands; and the process and method of developing national standards (TCVN) presented by Dr. Vu Van Dien – Standard Specialist, Project Leader.
The consultation also included a discussion session, addressing concerns and difficulties among the attendees.
The necessity and urgency of the program in implementing and planning to issue 15 standards for BESS were emphasized. This will be the basis for promoting the Power Development Plan 8 (PDP VIII) and contributing to Vietnam’s sustainable development strategy.
The consultation was conducted in both in-person and online formats.
