Workshop Strengthening Good Governance on the Implementation of Standardization and Conformity Assessment for APEC Economies organized in Bali, Indonesia

The National Standardization Agency of Indonesia (BSN) in collaboration with the Asia-Pacific Economic Cooperation (APEC) organized a Workshop with the topic of Strengthening Good Governance on the Implementation of Standardization and Conformity Assessment for APEC Economies in Bali, Indonesia from 9th – 11th November, 2024.
The workshop was conducted to provide a platform for capacity building and technical guidance to enhance the capacity, awareness, and knowledge about Good Governance on the Implementation of Standardization and Conformity Assessment. It seeks to provide a forum to share knowledge and best practice among APEC economies, particularly about of Risk Impact Assessment (RIA), Cost and Benefit of Risk Analysis and Good Regulatory Practices (GRP), Good Standardization (GSP) and Quality Infrastructure (QI). Additionally, this workshop provided a guidance and assessment toolkit of Good Governance on implementation Standard and Conformity Assessment. In general, the guidance explained the governance of standardization and conformity assessment that covers four pillars, as well as an assessment toolkit that can be used to evaluate the implementation of governance of standardization and conformity assessment both at the central (state/governance) or regional (district) levels. The four pillars are Standard Development, Standard Implementation, Conformity Assessment and Measurement Traceability, as well as Learning and Growth.

– Standard Development, criteria of how policies are applied to accommodate needs in the development of standards, and how the organization is involved in the standard development process starting from the proposal, standard development, and participation in the development of national and international standards.
– Standard Implementation, criteria of how policies are implemented in accommodating the need to implement standards, organizational support, and involvement in encouraging the application of standards in voluntarily implementation, and how regulators /organizations contribute or play a role in the application of standard adopted in technical regulations.
– Conformity Assessment and Measurement Traceability, criteria of how policies are applied to accommodate the needs related to conformity assessment activities and traceability of measurements, the use of accredited conformity assessment bodies, the development of conformity assessment bodies, policies in considering MRAs, and ensuring traceability of measurement results.
– Learning and Growth, criteria of all forms of organizational support for the implementation of the previous 3 elements as organizational commitment in implementing good governance on standardization and conformity assessment, including the availability of resources (human, budget, infrastructure, etc.) and optimizing the use of information systems.

With the involvement of speakers from representatives of international organization (ISO, OECD, UNIDO, ASTM), participants were also provided a recommendation to organizations that can be considered for continual improvement in their policies and regulations, to enhance compliance with international provisions. In addition, it can be essential tools for increasing competition in the markets and facilitating free and open trade investment.
