On February 18-19, 2025, the 39th Meeting of the ASEAN Joint Sectoral Committee on Electrical and Electronic Equipment (JSC EEE) was held online. The Chairman of the meeting was Mr. Phouthasak Baochanh, Deputy Director of the Standards Division, Ministry of Industry and Commerce of Laos, and the Vice Chairperson was Ms. Nurhafiza binti Mohamed Hasan, Director of Safety Regulation, Energy Commission of Malaysia.
The meeting was attended by representatives from 10 ASEAN member states, the ASEAN Secretariat, and representatives of the Japan Business Machine and Information System Industries Association (JBMIA) for specific discussion topics. The Vietnamese delegation included representatives from Vietnam Standards and Quality Institute, the International Cooperation Department, the Quality Management and Conformity Assessment Department, Technical Centers for Standards, Metrology, and Quality (QUATEST) 1, 2, and 3, and the Vietnam Certification Centre (QUACERT). The meeting discussed the following key topics:
Progress on the Implementation of the ASEAN EE MRA (Mutual Recognition Arrangement on Electrical and Electronic Equipment)
Currently, there are 14 designated testing laboratories and 6 certification bodies under the ASEAN EE MRA.
Vietnam has two designated testing laboratories under Commission for Standards, Metrology and Quality of Vietnam, namely QUATEST 1 and QUATEST 3. Additionally, one certification body (QUATEST 3) is under consideration for re-designation, expected to be approved in March 2025.
Implementation of the ASEAN Harmonized Electrical and Electronic Equipment Regulatory Regime (AHEEERR)
Discussions continued on the applicable standards for six categories of electrical and electronic products: electric fans, electric irons, rice cookers, refrigerators, washing machines, and televisions.
Other Topics: Use of the ASEAN Logo in Documents and Related Activities
The meeting discussed enhancing ASEAN brand recognition by incorporating the ASEAN logo on official documents, test reports, and certifications issued by accredited conformity assessment bodies within the ASEAN EE MRA framework.
Cooperation with International Organizations
A capacity-building project on conformity assessment for safety, electromagnetic compatibility (EMC), and energy efficiency of multifunctional equipment, supported by Japan (JBMIA), is set to be implemented in 2025. The project will assist member states, including Indonesia, Malaysia, the Philippines, Thailand, and Vietnam, with training workshops and proficiency testing on energy efficiency, product safety, and EMC, to be held in Indonesia, Vietnam, and Japan.
Plan for the Next Meeting
The 40th JSC EEE meeting is scheduled for August 5-7, 2025.
At the meeting, the Vietnamese delegation continued to play an active role in the JSC EEE, making important contributions to conformity assessment and standard harmonization in the region. Vietnam will continue to coordinate with the ASEAN Secretariat to finalize the approval process for QUATEST 3 as a recognized certification body under the ASEAN EE MRA, thereby enhancing Vietnam’s position in electrical and electronic equipment testing and certification.
The 39th JSC EEE meeting concluded successfully, contributing to regional cooperation in standardization and conformity assessment for electrical and electronic equipment within ASEAN.
THE 39th MEETING OF THE RUBBER-BASED PRODUCT WORKING GROUP (RBPWG) AND THE RELATED EVENT
2. The 39th meeting of rubber-based product working group (RBPWG) and the related event
The 39th Meeting of the Rubber-Based Product Working Group (RBPWG) was held on 19 February 2025 through video conference. The Meeting was preceded by the 30th Meeting of the Task Force on Rubber-Based Products (TFRBP) held on 18 February 2025.
The Meetings were attended by representatives from Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Viet Nam and representatives from the ASEAN Secretariat. The Vietnamese delegation was led by a representative of the Commission for Standards, Metrology and Quality of Viet Nam (STAMEQ), participated by members of the National Technical Committee TCVN/TC 45 Rubber, and Vietnam Rubber Group.
The 30th TFRBP meeting was chaired by Indonesia, carried out the following main contents:
– Reviewing the current adoption status of 16 international standards ISO in ASEAN Member States (AMS) and discussing the possibility of harmonizing these standards in ASEAN. These standards belong to the group of raw rubber standards (latex rubber, natural raw rubber), on testing methods and product quality;
– Discussing the possibility of harmonizing the group of twenty-three (23) Non-UNECE standards on Automotive Rubber-Based Products;
– Identifying standards for new and innovative rubber product for regional harmonization;
– Discussing the inquiry on the approach by TFRBP for withdrawal or termination of a previously harmonised ISO standard;
At the 39th meeting of the RBPWG, the delegations were informed about the results of the 30th meeting of the TFRBP. 27. Viet Nam informed the Meeting on the latest status of the work in ISO/TC 45. The Meeting noted the latest status of the proposals to revise following ISO standards:
- Revision on ISO 127:2018 Rubber, natural latex concentrate – Determination of KOH number

In addition, the Working Group also worked on cooperation programs to support capacity building and technical assistance for AMS, the revision of the Terms of Reference of RBPWG, the proposal to extend the tenure of the RBPWG Chair and Vice Chair, the proposal to establish a Task Force on ISO/CD 11193-1 for single-use medical examination gloves, and finally date and venue of next meetings.
The two conferences were successful as member countries reached consensus on the issues raised for discussion. With excellent arrangements by the ASEAN Secretariat, the delegations of Cambodia, Lao PDR, Indonesia, Malaysia, Myanmar, Philippines, Thailand and Viet Nam actively discussed, expressed their views and contributed to the consensus of the Conference. The activities of the Vietnamese delegation within the framework of the Rubber-Based Products Working Group demonstrated the position and role of Viet Nam in international economic integration and the ASEAN region through standardization.
