The 59th Annual Meeting of the International Commission of Legal Metrology (CIML)

The 59th Annual Meeting of the International Committee of Legal Metrology (CIML) of the International Organization of Legal Metrology (OIML) took place from October 20-22, 2024, in an online format.
The 59th Meeting was attended by 64 CIMLmembers and 66 corresponding members, the International Bureau of Legal Metrolog (BIML) and OIML partner organizations such as CECIP, IEC, IAF, ILAC, etc.

The Vietnamese delegation includes Mr. Ha Minh Hiep, Acting Chairman of the Standards and Quality Committee, Mr. Tran Quy Giau, Head of the Measurement Department and Ms. Ngo Thi Ngoc Ha, Director of the Vietnam Metrology Institute.

The 59th meeting of the International Committee on Legal Metrology (CIML) – International Organization of Legal Metrology (OIML) includes the following main contents:
1. OIML technical activities and publications
a) Reconfirm the publications as proposed by the OIML-CS Management Committee
– OIML R 50:2014 Continuous totalizing automatic weighing instruments (belt weighers)
– OIML R 99:2008 Instruments for measuring vehicle exhaust emissions.
– OIML R 106:2011 Automatic rail-weighbridges.
– OIML R 107: 2007 Discontinuous totalizing automatic weighing instruments (totalizing hopperweighers).
b) Approve final drafts
– Revision of OIML R 49:2013 Water meters for cold potable water and hot water.
– Revision of OIML B 20:2019 Rules for the use of the OIML logo.
– Amendment 2 to B 7:2013 BIML Staff Regulations.
2. OIML – CS Certification Scheme: The Ninth meeting in New Delhi, India of the Management Committee was chaired by the Acting Chairman of the Management Committee, Mr. Marc Schmidt, with 22 of the 24 Management Committee members and GULFMET participating in the meeting.
The meeting decided on important issues, most notably including:
– Formalising in the OIML-CS documents the use of remote/hybrid assessments and the use ofAccreditation Body experts in place of Legal Metrology Experts;
– Modular approval;
– IAF ‘endorsement’ for OIML-CS;
– Digitization, including machine-readable certificates and OIML Recommendations.
3. Countries and Economies with Emerging Measurement Systems (CEEMS)
– CEEMS supports the proposal of the “Chiang Mai Declaration” related to the NEXT initiative to help guide OIML’s CEEMS activities. Thailand has implemented cooperation activities in the Southeast Asia region with Vietnam, especially signing MoUs with Laos and Cambodia.
4. Digital Transformation Task Force (DTG)
a) Based on the OIML-CS Workshop at the 58thCIML Meeting in Chiangmai, Thailand, DTG proposed the DTG Roadmap with 4 main pillars:
– Fostering the development of machine-readable information in legal metrology, including OIML-CS,smart standards, and digital test reports/certificates;
– Developing publication and communication material for different groups of stakeholders, includingdecision and policy makers;
– Establishing a training and education programme, including eLearning material, training activities and workshops;
– Fostering the development of digital tools and platforms for digitalisation in legal metrology,including a certificate data base, digital OIML-CS, and verification services.
b) The “smart standards” objective will be the responsibility of the DTG SC Group “Smart OIML documents”, in collaboration with ISO/IEC for aligning the digitalisation of the OIML’s technical work and documents with the correspondingdevelopments in ISO/IEC. The Group also identifies the need to move towards the digitalisation of OIML technical work and publications (terminology, definitions, requirements, sample test/evaluation reports and OIML Certificates) with the pilot implementation on OIML Recommendations R49, R60 and R76.
c) The e-learning materials objective will be the responsibility of the DTG SC group “e-learning”, first building an initial course on digital transformation on metrology.
This 59th meeting of CIML highlights the role of digital transformation in metrology, OIML pioneering digital transformation in its technical work, publications and developing smart standards, contributing to the development of Digital Quality Infrastructure across the world.
The main contents of this 59th Meeting are the basis for state management agencies on metrology inthe reform of regulatory and technical documents, the development of legal, scientific and applied metrologyin the coming time in alignment with international practices, meeting the needs of digital transformation in metrology and the goals for sustainable socio-economic development.
