iSTAMEQ map – accelerating the digital transformation process in standards, metrology and quality control activities

The digital map of standards, metrology and quality is built based on Lean Management techniques to optimize and help proactively process digital transformation and working performance.
As the first product of the digital transformation process at the Directorate for Standards, Metrology and Quality (STAMEQ), the digital map of standards, metrology and quality activities (iSTAMEQ map) combines the use of Google’s map platform and data in the system of organizations and units operating in the standards, metrology and quality industry.
The digital map was built with support from the Digital Transformation Working Group (especially coordination from the Department of Metrolgy and the Department of Conformity Assessment) with two main areas: conformity assessment and metrology. In the first version, about 1,000 organizations and businesses were uploaded (data standardized).
Additionally, Digital Map suggests that people and businesses can access, look up, find information, and give directions to organizations providing online services on standards, metrology and quality. In particular, posting information of organizations operating in the field of standards, metrology and quality on the Digital Map contributes to transparency, increases reputation and builds trust in people and businesses.
People and businesses can use Digital Map on smart electronic devices such as desktop computers, laptops, tablets and smart mobile phones at http://map.tcvn.gov.vn.
The Standards, Metrology and Quality digital map is the first product of the digital transformation process at STAMEQ.
The iSTAMEQ map is divided into two parts, the first part is the user module, this is the part that agencies, businesses and people can access. This section will display the information that needs to be entered to search for a business; displays a list of searchable businesses; displays the location of searchable units on the map. Users can easily enter search information; displays a list of lookupable units; the location of the lookup unit is shown on the digital map.
In the administration subsystem, administrators and data management officers of STAMEQ can input information about the size and classification of enterprises; Editing, changing logo, banner, API configuration; the screen displays declared businesses; adding new businesses; declaring the field of activity, attaching search keywords.
According to Dr. Ha Minh Hiep, Acting Director-General of STAMEQ, to meet integration requirements, especially serving people and businesses better, digital transformation is an inevitable trend.
In Vietnam, digital transformation activities support new startups gain advantages over traditional industrial fields. This trend creates important changes in the value chain of industries as well as the global supply chain. In the context of digital economy nowadays, agencies, organizations, businesses and traditional models are required to make drastic changes.
The Standards, Metrology and Quality industry is no exception to this digital transformation trend. Specifically, recently, the industry has had a lot of interest in building technology platforms to serve the tasks assigned by the Government, the Prime Minister, and the Ministry of Science and Technology.
Dr. Ha Minh Hiep stated that the digital transformation project in standards, metrology and quality industry has been implemented throughout STAMEQ. This is an important and difficult task, because switching to a new working method requires changes in legal documents, changes in awareness and working methods. In the project, STAMEQ will implement 6 working groups, one of these is to fully evaluate and build digital maps in the Quality Measurement Standards industry.

In upcoming time, to promote digital transformation activities throughout the industry, STAMEQ will continue to build and harness mechanisms and policies to serve the digital transformation of the industry with quality measurement standards in accordance with Vietnamese law and international practices. In addition, building digital infrastructure, digital data, and digital technology platforms with modern quality measurement standards in the direction of providing synchronous and seamless services that can be used anytime, anywhere. Digital platforms, digital data and digital services on a national scale must be built first and well-completed to improve labor productivity for civil servants, public employees and workers throughout the standards, metrology and quality industry contributing to serving people and businesses and developing the country’s economy and society. At the same time, building a team of civil servants, public employees and digital workers in the standards, metrology and quality industry who are qualified and highly skilled in solving and handling work on digital platforms to serve the people and business effectively. In addition, promoting the connection of national digital platforms and digital data with international digital platforms, especially domestic business organizations and foreigners working in standards, metrology and quality industry. The organization operating in the standards, metrology and quality industry is designed according to a modern model, operating methods based on data and digital technology platforms, creating a more effective working environment and working tools. Improving capacity to serve people and businesses in production, business and consumption of domestic and foreign products and goods. |
