Increasing the value of Vietnam’s photovoltaic supply chain

Within the framework of the ODA project on ” Promotion of Quality Assurance Services for Sustainable Energy”, a delegation of experts from the German Metrology Institute (PTB) and project coordinators had business trip to visit and work with the Directorate for Standards, Metrology and Quality (STAMEQ) from April 5 – 12, 2024 in Hanoi.
With a booming economy, electricity needs in Vietnam are currently mainly provided by hydropower, coal and natural gas. In contrast, solar energy and wind energy have only recently received attention, but according to Resolution No. 55-NQ/TW, investment will be significantly increased until 2030.
Within the framework of the ODA project on “Promotion of Quality Assurance Services for Sustainable Energy”, a delegation of experts from the German Metrology Institute (PTB) and project coordinators had business trip to visit and work with the Directorate for Standards, Metrology and Quality (STAMEQ) from April 5 – 12, 2024 in Hanoi.
To implement specific cooperation contents, the PTB delegation worked with units under STAMEQ including the Conformity Assessment Department, the International Cooperation Department, the Legal Inspection Department, and the Vietnam Standards and Quality Institute (VSQI), Vietnam Metrology Institute (VMI), Vietnam Certification Center (Quacert), Quatest 1, Quatest 2, Quatest 3. Chaired from the Vietnamese side is Dr. Ha Minh Hiep, Acting Director General of STAMEQ.


The units of STAMEQ had the opportunity to discuss with PTB experts on related issues, including the development of standards for photovoltaics, renewable energy, metrology, testing, and inspection, investigate and ensure the quality of work, aiming to upgrade the national quality infrastructure (NQI).
Within the framework of the business trip, STAMEQ and PTB also coordinated to organize the Calidena Workshop on Photovoltaic Value Chain in Vietnam from April 9 – 10, 2024 with the participation of experts and unit representatives, businesses, and stakeholders in the photovoltaic value chain. As part of the Project activities, the Calidena Workshop is an approach to promoting quality across the value chain and aims to systematically and sustainably support the improvement of NQI in developing and transition countries. Calidena is designed to tailor quality service delivery to the real needs of businesses, especially SMEs.
The Calidena workshop forms an important step in the Calidena process and is a launch step for the implementation of specific activities aimed at upgrading the quality infrastructure services available and accessible to stakeholders of respective value chain. The specific objectives of the Calidena workshop on the PV value chain include providing information and raising awareness about quality-related issues in the PV value chain; Conduct a participatory self-assessment of quality requirements and service gaps across the PV value chain; As an interactive and trust-building platform; Promote close cooperation between PV value chain participants and organizations operating in the field of quality infrastructure; and develop action plans to address quality issues across the value chain.
The last and most important activity is the Project Steering Committee Meeting. This is an opportunity for the project implementation parties to exchange, advise and provide strategic direction for the project, evaluate project implementation progress, establish necessary contacts and provide information on relevant fields and specific areas that have been and are being implemented. The Project Steering Committee Meeting is expected to take place on April 12, 2024 in Hanoi.
