Decision on the establishment of Vietnam Halal Certification Authority – HALCERT announced

On April 24, 2024, the Vietnam Certification Centre (QUACERT) organized ceremony in Hanoi to announce theDecisionon the establishment of the Vietnam Halal Certification Authority- HALCERT.

The ceremony was attended by Mr. Ha Minh Hiep, acting Director General of the Directorate for Standards, Metrology and Quality; Mr. Bui Ha Nam, Director of the Middle East – Africa Department under the Ministry of Foreign Affairs; Malaysian Ambassador to Vietnam, Dato Tan Yang Thai; among other representatives of many ministries, diplomatic agencies, organizations, and enterprises.

This is an important milestone in the journey of building and developing Vietnam’s Halal industry in a comprehensive, methodical and professional manner and is also an important step in implementing the Project of “Strengthening international cooperation to build and develop Vietnam’s Halal industry until 2030” approved by the Prime Minister on February 14, 2023, said Mr Bui Ha Nam.

Mr Nam added: “In the context that Vietnamese Prime Minister, Government, localities and businesses are increasingly interested in expanding the Halal market, the establishment of the HALCERT is very important, not only contributing to unifying state management in the field of Halal certification but also creating favorable conditions to help Vietnamese businesses save costs to effectively penetrate the global Halal market.”

Mr Bui Ha Nam delivered a speech at the ceremony.

Speaking at the ceremory, Mr Tran Quoc Dzung, Director of the QUACERT shared that “The establishment of a national Halal certification organization is a long and thorough research process. During the process of developing the Project to establish the Vietnam Halal Certification Authority, we have researched many different models, consulted with experts’ opinions, attended many seminars and forums, visited Islamic management agencies, Halal development agencies, standardization organizations, and foreign Halal testing laboratories to propose a model suitable to Vietnam’s reality”.

Affirming that the establishment of the HALCERT is timely for Vietnam to realize its goal of accessing the Halal market, Malaysian Ambassador to Vietnam Dato Tan Yang Thai expressed his belief that Vietnam will have more opportunities to export Halal-certified products, and penetrate in to lucrative the Muslims market which has more than 1.9 billion Muslims population around the world and with a value estimated to reach 5 trillion USD by 2030.

The Vietnam Halal Certification Authority is responsible for advising leaders on performing state management functions on Halal certification in Vietnam; researching popular Halal standard systems in the world; certifying products, goods and services according to Halal standards. At the same time, the authority will plan and implement discussion activities, seminars, and training courses related to the field of Halal; organize training on Halal standards and requirements for Vietnamese organizations/businesses to be inconformity to the export market of Vietnamese products and goods.

In addition, HALCERT carries out domestic and international cooperation related to the field of Halal including the implementation of international cooperation activities on accreditation and recognition of certification results with Muslim and non-Muslim countries within the scope of assigned functions and tasks according to the provisions of law as well as organizing and implementing scientific research programs and projects on standards, metrology and quality in the field of Halal.
