Meeting between Commission for standards, metrology and quality for Viet Nam (STAMEQ) and The Canadian Embassy related to Net-zero journey

On 12nd June, Commission for Standards, Metrology and Quality (STAMEQ) had an in-person meeting with representatives of The Canadian Embassy on greenhouse gas (GHG) and related matters in Ha Noi.

Head of Delegate from STAMEQ was Dr. Ha Minh Hiep – Acting Director-General of  Commission and its delegate including Mr. Pham Le Cuong – Deputy Chief of Office; Mr. Tran Quy Giau – Director of Metrology Department; Mr. Trieu Viet Phuong – Acting Director of Vietnam Standards and Quality Institute (VSQI); Mr. Tran Quoc Dung – Director of Vietnam Certification Center (Quacert); Mr. Le Minh Tam – Director of Quality Training Centre (QTC) and representatives of other agencies under STAMEQ participating in the program.

Representatives of the Canadian Embassy were Mr. Brian Allemkinders – Head of Cooperation, Counselor (Development) and Ms. Nguyen Hoai Chau – Senior Development Officer participating in the working session with STAMEQ’s Greenhouse Gas (GHG) Task force.

During the meeting, on behalf of the GHG Task force, Ms. Nguyen Thi Ngoc Minh – Official from International Cooperation Department of STAMEQ gave a brief introduction about STAMEQ as well as STAMEQ’s orientations in the field of GHG. One of STAMEQ’s orientations is to review and develop a new standard system for GHG inventory, appraisal, GHG verification, carbon footprint quantification, carbon neutrality, applying standards to organizations and individuals performing consulting, appraisal, and independent verification activities.

From 2024 to 2025, STAMEQ is going to review 10 national standards (TCVN) related to GHG inventory, verification, carbon trace quantification and develop 4 new TCVN on assessment of environmental performance and technology, green credit tools. 

Currently, STAMEQ is prioritizing the promotion of projects to quantify carbon footprint for a number of key industries such as steel, cement, textile, hospitality, tourism… to build national database to serve the calculation of emission coefficients of those industries. At the same time, research is needed for accurate measure emissions to obtain the most precise data. STAMEQ is looking forward to receiving the collaborations and support from The Canadian Embassy in the GHG matter.

Additionally, STAMEQ is also implementing a program towards carbon neutrality among the organisatio itself. Currently, there are 04 affiliated units piloting GHG inventory. In the upcoming time, all 20 agencies under STAMEQ will carry out GHG inventory as well. Furthermore, STAMEQ will develop and implement action plans reduce GHG emission, moving towards the goal of carbon neutrality in the period 2024-2027.

During the meeting, Dr. Ha Minh Hiep highly appreciated the thoughtful sharing of representatives from the Canadian Embassy about the opinion that Vietnam has high capacity, strength as well as efforts in GHG emission. STAMEQ is actively researching, innovating and building measurement and statistical methods, calculations, standards and regulations related to GHG emission to meet practical needs from relevant stakeholders. This meeting between STAMEQ and the Canadian Embassy set a milestone to promote the achievement of net-zero and GHG emission, which are the common concerns between government of Vietnam and Canada.
