Thua Thien Hue – the second province to pilot TCVN ISO 18091:2020 for local governments in Vietnam.

In Vietnam, since 2014, the development and application of a quality management system according to the National Standard TCVN ISO 9001:2008 into the activities of agencies and organizations within the state administrative system has affirmed the role of standards as a tool. The tool has been supporting State administrative agencies in standardizing the process of handling work, improving methods of performing public duties with the goal of achieving satisfaction of relevant organizations and citizens. The transparency of administrative procedure handling processes towards a modern, democratic, and strong administration according to Decision No. 19/2014/QD-TTg dated March 5, 2014 of the Prime Minister The Government on applying the Quality Management System according to National Standard TCVN ISO 9001:2008 in the operations of agencies and organizations under the state administrative system. Thua Thien Hue province is known as a pioneer locality nationwide in implementing this quality management system. Since 2007, the activities of the Provincial People’s Committee and the Provincial People’s Committee Office have been certified with TCVN ISO 9001:2000. By May 2013, the Directorate for Standards, Metrology and Quality (STAMEQ) issued an ISO 9001:2008 Certificate for the Office of the People’s Committee of Thua Thien Hue province. The first locality in the country to be granted TCVN ISO 9001:2008 Certificate.

On December 31, 2020, the Ministry of Science and Technology announced the national standard TCVN ISO 18091:2020 Quality Management System – Instructions for applying TCVN ISO 9001 at local authorities on the basis of complete acceptance of international standard ISO 18091: 2019 through 04 pillars (institutional development for good governance; sustainable economic development; inclusive social development; sustainable environmental development) with 39 indicators. When applying TCVN ISO 18091:2020 for local government management activities, it would: Help local authorities understand and implement the quality management system to meet the needs and expectations of relevant organizations and individuals on a local government providing high quality public products/services; Help local government top management determine the level of local government performance and identify areas for improvement, in accordance with responsibilities/authorities and objectives; Aiming to build a local government that is trustworthy, transparent and responsible to the community and towards national and international sustainable development goals.

As a Standing member of the Steering Committee, the Department of Science and Technology advised the Provincial People’s Committee to pilot the application of National Standard TCVN ISO 18091:2020 for People’s Committees of districts, towns and Hue city in Thua Thien Hue province in 2023. Accordingly, Thua Thien Hue province and Hai Phong city are the first two localities in the country to pilot this standard.
After 3 months of implementation, the Steering Committee coordinated with experts from STAMEQ to organize a survey to collect preliminary information directly at the People’s Committees of Phu Loc district and Quang Dien district with information related to: the implementation of Resolutions and Plans on local economic and social development; implementation of administrative reform tasks; maintain the application and improvement of quality management system according to TCVN ISO 9001:2015 Standard; the situation of providing fundamental public services; Implementation of tasks related to sustainable development goals at specialized departments of the District People’s Committee and People’s Committee of wards and communes. Up to now, the People’s Committees of Phu Loc district and Quang Dien district have announced the set of integral quality management assessment indexes according to TCVN ISO 18091:2020 standard in 2023 and conducted evaluation and scoring according to the set of indexes to determine the level of integral quality management of the Local Government that meets the 39 indicators in the standard TCVN ISO 18091:2020.
The conference
The pilot implementation of TCVN ISO 18091:2020 Standard has ensured the requirements for implementation method, quality and work progress. In addition, training activities have provided comprehensive knowledge about quality management systems according to TCVN ISO 18091:2020 standard and the sequence of implementation steps applied to leaders, officers and civil servants of 02 pilot units. Based on the evaluation results, 39 indicators under 04 groups ( (1) Building good governance institutions; (2) Sustainable economic development; (3) Comprehensive social development and (4) Sustainable environmental development) were score in details. Two districts have analyzed and identified indicators that need to be improved in each stage and issued Action Programs for applying TCVN ISO 18091:2020 standards at the local government. Local authorities responsibly and voluntarily identify the level of performance of each relevant indicator, and thereby identify the elements necessary for the operation of their government and identify areas that need to improve with their responsibilities to target citizens and organizations in an effective and transparent way.
At the Conference, representatives of Phu Loc District People’s Committee and Quang Dien District People’s Committee reported the results of pilot application of National Standard TCVN ISO 18091:2020 in their local goverments. In addition, Expert from Working Group 818 of STAMEQ, Mr. Ngo Van Long, reported some advantages and disadvantages as well as shared experiences when implementing the pilot application of TC national TCVN ISO 18091:2020 at the above local governments.

It can be affirmed that TCVN ISO 18091:2020 is a new, effective toolkit, capable of supporting management in Thua Thien Hue province in general and 02 pilot districts in particular. In 2024, the Department of Science and Technology will continue to coordinate with STAMEQ, consulting units, departments, branches and related units to continue implementing the pilot application of standards. TCVN ISO 18091:2020 standard at the People’s Committees of districts, towns and Hue city ensures quality and efficiency, serves as a basis for consideration and application throughout the province, contributing to “Improve the leadership capacity and fighting power of party committees, party organizations and cadres at all levels; effectiveness and efficiency of management at all levels of government; building a great national unity bloc; promote the strength of both the political system and the entire society; Highly promote cultural and revolutionary traditions; dynamism, intelligence, creativity and self-reliance of the people of Hue” according to Resolution 54-NQ/TW dated December 10, 2019 of the Politburo. At the same time, it is the basis for the Ministry of Science and Technology to research, summarize and report to propose to the Government to deploy TCVN ISO 18091:2020 nationwide according to Vietnam’s Science, Technology and Innovation Development Strategy until 2030.
