Conducting Good Regulatory Practice (GRP) survey in Phu Nhuan district within the framework of cooperation with the Asian Productivity Organization (APO)

On the morning of December 14, 2023, at the headquarters of the People’s Committee of Phu Nhuan District, Ho Chi Minh City, the official meeting between Chairman of the People’s Committee of Phu Nhuan District Nguyen Dong Tung and a delegation of experts from the Asian Productivity Organization (APO) on cooperation and coordinating the implementation of administrative procedure reform activities within the framework of APO project took place.
The meeting was attended by Chairman of Phu Nhuan District People’s Committee Nguyen Dong Tung, Vice Chairman Do Dang Ai and leading officials of the People’s Committee. On the APO side are APO experts Associate Professor. Dr. Vu Minh Khuong, Lee Kuan Yew School of Public Policy – National University of Singapore, and Mr. Faisal Naru, Director of Think Test Do, UK, veteran expert on GRP. Also attending the meeting was the working delegation of the Directorate of Standards, Metrology and Quality (STAMEQ) under the Ministry of Science and Technology, representing Vietnam as an official member of APO.
GRP is the application of systems, processes, tools, institutions and procedures that a country can mobilize to ensure that the results of policies/ regulations are enacted effectively, transparently, comprehensive and sustainable. GRP refers to the use of tools such as regulatory impact assessments, stakeholder engagement and ex-post assessments to improve the quality of the regulatory environment for businesses, citizens and societies. GRP tools are useful for identifying and reviewing what policies/regulations are needed to achieve certain outcomes, ultimately making regulatory compliance simple and meaningful possible.
Good regulations contribute significantly to enhancing the welfare and smooth functioning of society, and improving the quality of policies and regulations will be the main key to inclusive growth.

Chairman of Phu Nhuan District People’s Committee Nguyen Dong Tung welcomed the delegates and APO experts to visited and worked with the People’s Committee. Within the framework of cooperation with the APO, representatives of the District People’s Committee leaders had the opportunity to exchange and learn experiences at the Malaysian Productivity Corporation (MPC) about GRP in April this year. Phu Nhuan District People’s Committee emphasized the importance of raising awareness about GRP, appreciating the role of institutional reform and improving the quality of regulations in the lives of people and society.
Associate Professor, Dr. Vu Minh Khuong, APO expert, shared at the meeting about APO’s vision in determining that Vietnam and Ho Chi Minh City, specifically Phu Nhuan district, can be a central hub of implementation of GRP to then provide the most appropriate and practical recommendations for upcoming cooperation activities with the district and Ho Chi Minh City.
Speaking at the meeting, Chairman of Phu Nhuan District People’s Committee Nguyen Dong Tung thanked the expert group and shared about GRP-related activities that the district has been focusing on implementing, especially after having the opportunity with STAMEQ went to Malaysia to learn experience in implementing GRP. These activities are: Reviewing and adjusting administrative processes and regulations according to authority; Enhance transparency in regulations; Optimize management processes, increase the application of information technology, and just build an application “Phu Nhuan companion” to connect people, businesses and authorities, winning 3rd place in the creativity award organized by Ho Chi Minh City; Focus on raising awareness of the team at both the management level and other levels because if the staff is not properly aware of GRP, the effectiveness and efficiency of implementation will not be high. Mr. Tung especially emphasized the need for coordination and flexibility at central and local levels.

The meeting ended with a commitment to sustainable, long-term cooperation in the future between the People’s Committee and the APO to deploy GRP, expected to focus on human resource training in the first half of 2024.
