Conference on the pilot application of TCVN ISO 18091:2020 Standard at People’s Committees of districts, wards and communes in Hai Phong City

On December 13, the Department of Science and Technology of Hai Phong city organized a conference to summarize the pilot application of TCVN ISO 18091:2020 Standard at the People’s Committees of districts, wards and communes in Hai Phong city.

Attending the Conference, from Hai Phong City, there were Mr. Tran Quang Tuan – Director of the Department of Science and Technology, Ms. Hoang Thi Hong Ngoc, Head of the Department of Standards, Metrology and Quality and representatives of leaders of Departments, branches and related units. From Directorate for Standards, Metrology and Quality – STAMEQ, there were Ms. Nguyen Thi Mai Huong – Director of the Conformity Assessment Department, Mr. Le Minh Tam – Deputy Director in charge of Training Center of STAMEQ, Mr. Nghiem Thanh Hai – Deputy Director of the Conformity Assessment Department and professional consultants who directly supported Hai Phong City.

Reporting at the Conference, Head of Hai Phong Department of Standards, Metrology and Quality Hoang Thi Hong Ngoc said, Department of Standards, Metrology and Quality – Hai Phong Department of Science and Technology directly organized the survey collecting preliminary data at 12 pilot district, ward and commune People’s Committees related to: the implementation of Resolutions and Plans on economic and social development of localities; implementation of administrative reform tasks; maintain the application and improvement of the Quality Management System according to TCVN ISO 9001:2015 Standard; the status-quo of providing basic public services; Implementation of tasks related to sustainable development goals at specialized departments under the People’s Committees of districts and People’s Committees of wards and communes.

To date, 12/12 People’s Committees of districts, wards and communes have announced local government assessment indicators for integral quality management system according to the standard TCVN ISO 18091:2020 in 2023 and carried out evaluation and scoring according to that set of indicators to determine the level of integral quality management of the Local Government against 39 indicators specified in TCVN ISO 18091:2020 standard.

Based on the results of the evaluation and scoring, 12 pilot local governments analyzed and identified topics that need improvement in the future and issued an Action Program for applying TCVN ISO 18091:2020 standard. The pilot implementation of TCVN ISO 18091:2020 Standard has met the requirements for implementation method, quality and work progress. In addition, training activities have provided holistic knowledge about the Quality Management System according to TCVN ISO 18091:2020 standard and the sequence of implementation steps for leaders, staffs, and civil servants of pilot units.

With the results of self-assessment of 39 indicators according to 04 groups: (1) Institutional development for good governance; (2) Sustainable economic development; (3) Inclusive social development and (4) Sustainable environmental development have helped the top leaders of local governments responsibly and voluntarily recognize the level of implementation of each relevant indicator, and thereby, identify the elements necessary for the operation of their government and identify areas that need improvement with their responsibility to target customers and citizens in an effective and transparent way.

At the Conference, representatives of Professionals from STAMEQ also presented a report on lessons learned to effectively deploy the application of the Integral quality management system according to TCVN ISO 18091:2020 standard.

In conclusion for the Conference, Director of the Department of Science and Technology Tran Quang Tuan emphasized that the pilot application of TCVN ISO 18091:2020 Standard at the People’s Committees of districts, wards and communes in Hai Phong City has successfully provided critical information to help local government leaders direct, handle and control the work of relevant agencies and units, gaining practical and effective results to help local authorities determine the status of local government activities, therefrom, proposing solutions to improve the indicators selected for inclusion in the action program matching with local conditions.
