Certified reference materials plays a huge role in many professions and research fields. Having autonomy over domestic CRMs helps save significant costs and time for state units and agencies.

On December 8, in Ho Chi Minh City, the Directorate for Standards, Metrology and Quality organized a workshop on “Developing national quality infrastructure in the field of certified reference materials and CRM production”. The workshop is an activity within the framework of the ASEAN Regional Integration Support project (ARISE Plus) sponsored by the European Union (EU).

The workshop was attended by leading experts on national quality infrastructure, units under STAMEQ, Testing institutes, and technical centers in Ho Chi Minh City.

At the Workshop, experts updated the situation of quality infrastructure in terms of certified reference materials, certified reference materials production, at the same time assessed the current situation and proposed plans to develop quality infrastructure to develop and manage certified reference materials, producing certified reference materials in Vietnam.

Mr. Tran Quy Giau – Director of  Metrology Department, Directorate for Standards, Metrology and Quality, said that in the national quality infrastructure (NQI), certified reference material (CRM) plays an important role in operations. measure, evaluate conformity and participate extensively in economic activities from scientific research, ensuring certified reference materials, food safety, health care and environmental protection. Understanding this important role, developed countries have invested in and produced many types of certified reference materials, mostly for the environment and food. For example, in Korea there are about 530 certified reference materials & 529 related CMCs, China has about 2300 certified reference materials & 1061 related CMCs.

Decision No. 996/QD-TTg dated August 10th, 2018 of the Prime Minister partly set the goal of striving for 250 certified reference materials, measurement standards, and measuring instruments in developing national measurement infrastructure by 2030 to meet the precise measurement activities for businesses. However, there is still a need for an overall orientation for national quality infrastructure so that Vietnam can produce certified reference materials products to meet domestic demand, ensure product quality while lowering costs and improving competitiveness of domestic enterprises.

To manage and orient production well, Mr. Giau said that it is necessary to develop national infrastructure (National Quality Infrastructure, NQI) in the field of standards and production of standards. NQI includes organizations (public and private), relevant policy and legal systems, and legal frameworks that regulate processes to support quality improvement and create a transparent and safe environment for products and goods. goods, services and processes.

“International recognition of NQI is an important requirement for the domestic commercial market to be able to access foreign commercial markets. With components of measurement, standardization, accreditation, conformity assessment activities and inspection and testing activities, NQI becomes a tool to promote and maintain the development of countries in the process of international economic integration,” Mr. Giau affirmed.

Today, metrology institutes around the world are interested in research and autonomous production of standards to serve fields such as environmental monitoring, food hygiene and safety control, and medical diagnosis. Representative of the Vietnam Institute of Metrology – Mr. Pham Anh Tuan also said: Certified reference materials plays a huge role in many professions and research fields, and is the most important technical basis to help ensure consistency, accuracy and reliability of all measurements, as well as ensuring the necessary metrological traceability in chemical measurement on a national and international scale.

Certified reference materials (CRM) must go through a strict testing process, specifically, must have a certificate published by a competent authority and provide one or several specified property values with measurement uncertainty, measurement tracebility and valid application procedures.

The produced certified reference materials must ensure compliance with the requirements for measurement standards specified in the Law on Metrology; Ensure uniformity, stability and property values of certified reference materials in accordance with published or prescribed technical measurement requirements; The property value of the standard must be confirmed along with the measurement uncertainty of this property value. Confirmation of the property value of a standard substance must be performed through testing or comparison at a testing organization.

According to analysis by experts, currently most CRM certified reference materials are imported from abroad to Vietnam at high prices and have a short shelf life, causing budget loss and waste. Therefore, researching and manufacturing certified reference materials is an urgent need as the need to use certified reference materials from ministries, branches, research institutes, businesses… is increasing. Being self-sufficient in domestic CRM will help save significant costs and time for units.
